But to receive a status of 2290 pending IRS review can be a worrisome experience. In essence, your return is in a "holding pattern" as the IRS checks your submitted data against their master files.

Knowing the distinction between the delay in e-filing and the review of your application is essential in handling your vehicle registration schedule.

What Does "Pending" Actually Mean?

In the majority of cases, the pending status represents a stage within the electronic filing process. It signifies that your IRS-authorized e-file provider has successfully transmitted your Form 2290 and that the IRS system has acknowledged the receipt of the return, although it has not made a final decision on the return with an "Accepted" or "Rejected" verdict.

  • The Automated Verification Phase During this time period, the IRS computer systems will cross-reference your Employer Identification Number (EIN), legal business name, and Vehicle Identification Number (VIN). In the event that the computer systems are busy, particularly on August 31st as the deadline approaches, it is possible that your return will be in "pending" status for several hours or until the next day.
  • Payment Settlement Delay If you chose to use Electronic Funds Withdrawal, the IRS may put your return in a pending status until the payment authorization is verified. Making sure your bank routing and account information is accurate can help this process not take too long and not result in a rejection.

Why a Return Moves to Manual Review

In some cases, "pending" progresses to a more formal process of manual review. This happens when the IRS computer filters detect an inconsistency that needs to be reviewed by a human agent. These may include:

  • Significant Tax Credits: When you are claiming a substantial tax credit on your vehicle, which was sold, destroyed, or stolen, the IRS can manually review your previous tax records.
  • Weight Category Anomalies: When you report your vehicle in a gross weight category, which is substantially higher than your previous years, this can raise a flag.
  • New EIN Synchronization: When your EIN is less than 15 days old, the system will temporarily suspend your return and wait for your taxpayer identification status on the master file.
  • Duplicate VIN Alerts: The IRS will review your return if it was previously submitted under a different EIN for the same VIN, as it could be a fraudulent return.
